Russland tilbyr India å kjøpe olje til en rabatt på 35 dollar pr. fat samtidig som en rekke andre land tar sikte på å redusere sin avhengighet av russisk energieksport, opplyser kilder med innsikt i saken til Bloomberg.

Forhandlinger pågår på regjeringsnivå, hevder det amerikanske medieselskapets kilder, og det er olje med typebetegnelsen Ural russerne tilbyr, til å begynne med 15 millioner fat. Transaksjonen forventes å finne sted mellom Rosneft og Indian Oil Corp.

Den russiske oljeeksporten ser ut til å dreie mer mot Asia, der Kina og India er blant landene som avstod fra å stemme for å fordømme Russland i FN etter invasjonen av Ukraina.

Asia’s No. 2 oil importer is among a handful of nations that have been doubling down on Russian crude, defying international pressure and sanctions. Russian barrels have been flowing to Asia in greater volumes as buyers across Europe and the U.S. shun the supply following the invasion of Ukraine. India and China have been the key buyers.

En analytiker kommenterer at det er begrenset hvor mye olje India kan importere fra Russland:

“India’s intake of Russian oil has been very small for many, many years,” said Vandana Hari, founder of oil market analysis provider Vanda Insights in Singapore. “So the refineries are not configured to buy a lot of Russian oil.”

Transporten av olje vil kunne skje med tankskip fra Vladivostok ved kysten av Stillehavet:

The two sides are exploring routing the oil through Russia’s Vladivostok Port in the far east to avoid shipping hurdles from the Baltic Sea in the west of the country. From there, oil shipments could reach India’s east coast refineries in fewer than 20 days, they said.

India er under vestlig press om å isolere Russland, noe som ser ut til å irritere den indiske regjeringen:

On Thursday, visiting U.K. Foreign Secretary Elizabeth Truss called Russia the “number one” threat to world order. Speaking at an event with her Indian counterpart Subrahmanyam Jaishankar, she also called for more sanctions on Russian banks.

Jaishankar bristled at what he called a “concerted campaign against India’s oil purchase from Russia.”

“India is not among the top 10 buyers of Russian oil,” he said.

Også USA og Australia slutter seg til kritikken av India, som de to landene mener kan underminere de vestlige sanksjonene, rapporterer Bloomberg:

“Now is the time to stand on the right side of history, and to stand with the United States and dozens of other countries, standing up for freedom, democracy and sovereignty with the Ukrainian people, and not funding and fueling and aiding President Putin’s war,” Commerce Secretary Gina Raimondo told reporters in Washington on Wednesday.
