Det passer ikke med bildet av en kjekk sosialdemokratisk statsminister at han oppretter utenomrettslige dødsskvadroner. Men det er hva Spanias Felipe Gonzalez gjorde. Saken er kjent for lenge siden, men den har fått liten oppmerksomhet, og få er klar over den.

Gonzalez var en sentral figur i Sosialistinternasjonalen og Gro Harlem Brundtlands gode venn.

Nylig frigitte CIA-dokumenter gir flere detaljer om operasjonen som var rettet mot den baskiske separatistorganisasjonen ETA.

The CIA has declassified documents showing that death squads which carried out dozens of murders and attacks in 1980s Spain were set up with the agreement of then-prime minister Felipe González himself, leader of the Spanish Socialist government. These extra-judicial hit squads were known as the GAL (Antiterrorist Liberation Groups) and they were created during Spain’s democratic era, in a move which the American intelligence agency refers to as an «unorthodox strategy» by the government.

One of the declassified CIA documents, as reported by newspaper La Razón, states:»Felipe González has agreed to the creation of a group of mercenaries, to combat terrorists outside the law».

CIA-agenten som skrev rapporten, Colin Weston, var overrasket over de «uortodokse metodene» regjeringen valgte. Han skriver at utenomrettslige likvideringer er risikable og kan slå tilbake på sosialistpartiet og myndighetene.

And the US agency made a prophetic warning for the future, given the gravity it attributed to the policy being adopted by the Felipe González government: «Bungled operations in a dirty war against ETA could severely discredit the González administration, which makes much of its devotion to democratic freedoms and legalities.»

Kampen mot ETA var langvarig, og ETA benyttet terror. Men en stat som velger utenomrettslige likvideringer i det som var en intern konflikt, risikerer å skyve denne del av befolkningen fra seg.

Noen har hevdet at det ikke er bevist hvem som sto bak GAL, men CIA slår fast at det var González selv.

The release of the US documents confirms that the orders for the Spanish government-backed assassinations and bombings carried out by the GAL came all the way from the top. Felipe González, prime minister of the 13-year post-Franco government which was key in the evolution of today’s Spanish state, has frequently been accused of being the figure known as «X» who approved the creation of the death squads to murder suspected ETA terrorists. Now, the released US documents provide further external evidence. Two members of González’s government, José Barrionuevo and Rafael Vera, went to jail in the 1990s for their part in the GAL atrocities, which caused at least 27 violent deaths.

ETA drepte 829 mennesker over et mye lengre tidsrom, fra 60-tallet til de la ned våpnene i 2011.

En viktig side ved GAL var at den benyttet innleid personale: kriminelle og leiesoldater.  CIA skriver: «González has agreed to the formation of a group of mercenaries, controlled by the army, to combat terrorists outside the law».

Redaktøren av El Nacional, Jose Antich, spør på lederplass om noen vil bli stilt til ansvar. Vil Gonzalez miste noen av sine privilegier? Vil han bli stilt for retten? Vil han bli ekskludert fra sosialistpartiet? Svaret er trolig nei til alle tre, skriver han. På samme måte som korrupsjonen under tidligere kong Juan Carlos har fått ligge i fred.

Den dype staten beskytter seg og sine, også i Spania, skriver redaktøren, mens dens representanter ustanselig snakker om hvor høyt de setter demokratiet.

Four questions: will the PSOE consider expelling Felipe González from the party? Will the Spanish public prosecutors open a new part of the case this Monday to investigate the veracity of the news and, if necessary, call the former prime minister to testify? Will it have institutional consequences and will the honours and sinecures he holds as former PM be removed? Will the establishment press and the television networks continue to hide the news about González’s in the same way as they have done with the corruption of Juan Carlos I and the Spanish monarchy? Because everything suggests to me that the answers to these are already known: ‘no’ to the first three and ‘yes’ to the fourth.
