Hans Rustad Bildene av fangemishandling i Abu Ghraib har ført til en nesten nevrotisk selvransakelse i USA, utløst av avsløringer i amerikansk presse. Donald Rumsfeld selv anga tonen i sin første reaksjon på bildene: This is un-American. Amerikanerne er sjokkert, de hadde ikke ventet dette. Reaksjonene har vært sterkest blant dem som støttet krigen.
«The most intense agonising is taking place on the other side of the political divide: it is not the opponents of the war, but its supporters who found the revelations of abuse so excruciating, and who have been discussing them almost to the exclusion of anything else.»
Riktignok var det forståelse for administrasjonens prinsipp om at man ikke kan ta med silkehansker på mistenkte i krigen mot terror, Irak-krigen inkludert, men det var i fovissning om at prinsippet ville bli tillempet med varsomhet og klokskap.
«Certainly one of the reasons why Americans have allowed the Bush administration and the intelligence services so much leeway in fighting the war on terrorism is that we find it hard to believe that our army, or our intelligence services, would ever betray the faith we have in them. We may have given them extra powers to interrogate terrorists, but we trusted they would use those powers wisely.»
Nå har amerikanerne fått øynene opp for at selv deres egne er i stand til en type umenneskelig oppførsel som ellers forbindes med fienden. Hva følgene av det pågående oppgjøret blir, er for tidlig å si, men det virker mer og mer sannsynlig at Bush vil få avløsning som president.
Følgene for Irak kan bli langt mer alvorlige. Fangebildene undergraver viljen til å stå løpet ut i Irak, i første rekke blant USAs alliere. Faren er at Abu Ghraib-skandalen kombinert med utsiktene til et risikabelt militært nærvær uten ende vil få amerikanerne til å trekke seg ut før jobben er gjort. Paul Bremer antydet at det vil kunne skje, da han forleden sa at amerikanerne vil forlate Irak hvis de blir bedt om det av den nye irakiske administrasjonen som tar over 30. juni. Britiske Telegraph kommenterer:
«It is hard to exaggerate what a disaster this would be for the war on terror, for relations between America and Europe, and for global security generally.
The lesson of Suez, almost half a century ago, was that Britain has no unilateral capacity to take on international military threats. The legacy of that crisis has been that Britain has been spliced to, and dependent upon, the US ever since. Yet it is all too easy to see a demoralised, vilified America retreating into isolationism after its bruising experience in Iraq. As a corollary, it is no less easy to see Britain retreating into an exclusively European identity, just as the EU – exultant with its new constitution – declared itself the true custodian of decency and order in the world.
Yet what would such bombast add up to? The EU is pathetically incapable of enforcing its wishes militarily, or of responding meaningfully to threats such as that posed by Islamic fundamentalism. The bifurcation of the West into an insular America and a rhetorically noisy but militarily weak Europe would be nothing short of a catastrophe. It would leave the field open to Osama bin Laden and his acolytes. It would complete the al-Qaeda strategy begun on September 11: to lure America into battle, wait for diplomatic wrangling and political in-fighting to weaken the West’s resolve, and then enjoy the spoils of the new, disfigured geopolitical landscape. It is hard to think of a greater triumph for bin Laden than the retreat of America from Iraq: he and his jihadi comrades could claim to have driven the Soviet Union from Afghanistan and the US from Iraq, an unprecedented defeat for two superpowers by a theocratic guerrilla force.»
Mye er allerede oppnådd. Etter Saddams fall har Libya gått med på å bygge ned sine våpenarsenaler, Iran er under press og spredning av atomteknologi fra Pakistan er blitt avslørt. Et fritt Irak vil være et eksempel for andre land i regionen. Og ikke minst, irakerne selv har ikke råd til å la denne sjansen gå fra seg. Vesten på sin side har ikke råd til nok en gang å la dem i stikken.
